It's for states to adopt sixth pay panel: Chidambaram.

Finance Minister P Chidambaram on Saturday rejected the demand of north-eastern states to share the burden of additional wage bill and said discretion of adopting the recommendations of the Sixth Pay Commission rests with individual states.

"The Sixth Pay Commission is meant for the central government employees. It is for a state to decide whether it wants to adopt or not," he said while responding to demands raised by representatives of north-eastern states that Centre should bear the additional burden of new pay structure for state government employees.

Participating at a special summit on banking and credit issues in the north eastern region, Arunachal Pradesh Finance Minister Kalikho Pul demanded that Centre should foot additional bill towards enhanced wages of the state government employees, as they buy goods from the same market as the Union government employees.

Similarly, Mizoram representative said, "Centre should give cent-per-cent of the liability of the special category states in connection with the Sixth Pay Commission recommendations in the form of separate grant-in-aid." Responding to such demands, Chidambaram said, "It is true that both central government and state government employees buy in the same market.

The private sector also buys in the same market. So do the self-employed people...though their incomes are not the same." Referring to the Eleventh Finance Commission's recommendations, the minister said, "It is not all that bad. It said that a state must only pay for what it can afford to pay. It shouldn't pay what it cannot afford to pay."

After implementation of the Sixth Pay Commission award, employees in several states have stepped up pressure on their respective state governments for revision of pay.

Gujrat: State Govt staff threaten stir.

The state Government employees are up in arms against the government over the issue of implementing the Sixth Pay Commission recommendations to hike their salaries.

To register their protest, the employees carried out a huge rally in Ahmedabad on Sunday afternoon.

Other protest programmes such as going on a Mass Casual Leave and calling an indefinite strike are also on the cards if the government does not pay heed to their demand. The agitating employees have also threatened that the BJP government’s delaying the pay-hike might cost the party dear in the upcoming Lok Sabha election.

The rally was carried out by different associations and federations of the state government employees under the umbrella of Guajrat Rajya Karmachari Sankalan Samiti (Gujarat State Employees Co-Ordination Committee) and was attended by thousands of state government employees.

Gujarat State Panchayat Employees Federation, Gujarat State Primary Teachers’ Federation, Gujarat State Officers’ Federation and Gujarat State Board Nigam Employees Federation are some of the notable organisations that took part in the rally.

Chairman of Gujarat State Employees Co-Ordination Committee, Vishnu Patel, told Newsline: “The state government had announced the implementation of the Sixth Pay Commission in its manifesto, but it has been delaying it on the pretext of putting it for review by a committee. We outrightly condemn the formation of the committee to examine the pay commission’s recommendation. We demand pay hike at the earliest.”

Patel also said that the BJP’s good performance in the coming Lok Sabha election maybe doubtful. “The total voting heads of the state government employees and their families come to almost a crore. If the government does not give them their right, it may prove costly for them in the election,” he said.

Patel also announced that all state government employees would go on a Mass Casual Leave on November 5 if their demands were not accepted by then.

Joint General Secretary of the Co-Ordination Committee Harshad Raval said, “State governments of Uttar Pradesh and Rajasthan have already implemented the pay commission’s recommendations. So, it is high time Gujarat government heard our demands.”

President of the Gujarat State Officers’ Federation Vivek Kapadiya said: “The state government has an inclination of not paying enough to its employees, as it believes it is already paying them enough. Apart from that, it also has a tendency to outsource all the work. That is why it has not been recruiting people. To attain their goal, they are forcing the people to leave their jobs.”

Kapadiya added that the state Government might have served five years in the state but the cost of their deeds might have to be borne by the central BJP leadership in the next Lok Sabha election..

Manipur employees seek to implement 6th Pay Commission.

The Joint Administrative Council (JAC) of All Manipur Trade Unions Council (AMTUC) and All Manipur Government Employees Organisation (AMGEO) have urged the Chief Minister, O. Ibobi Singh, to implement the Sixth Pay Commission Report, which was adopted by the Centre.

The JAC President, K. Madhumangol, said memoranda were submitted to the Chief Minister and other Ministers and officials informing them of the demand.

''Under the Manipur Services (Revised Pay) Rules, 1999, the employees should enjoy the facilities enjoyed by the Central government employees,'' he said.

As the Central pattern has been adopted in Manipur since the Fourth Pay Commission, the rules implemented for the Central government employees should be implemented for State Government employees, he said, adding that appropriate order regarding the implementation of the recommendations should be issued by October 15.

Similar terminal benefits should also be implemented for the pensioners of the State Government, he added.
